Like many councils across New Zealand, Matamata-Piako District Council recognised that their existing SCADA system needed a comprehensive update. These systems often operate for extended periods, leading to challenges such as system clutter and lack of standardisation across different locations.

Acknowledging these challenges, and to better serve its ratepayers Matamata-Piako District Council decided to upgrade to an enterprise-level SCADA system. This upgrade would encompass the entire district and incorporate the latest technology and standards.

Neo Consulting was chosen to support this significant project due to our expertise in similar initiatives, such as that of Waipa District Council. Our experience enabled us to foresee and manage the necessary interdependencies efficiently.

Challenges of SCADA Systems

Upgrading a SCADA system can be a daunting task due to its complexity and the integration of multiple operational layers. To aid clients, Neo originally developed a 9-layer model and is now also utilising the new ISA112 standard which clarifies these systems from the top-level enterprise data to the sensors in the field.

The rapid technological advancements in SCADA systems mean that any update must consider current best practices and possibly integrate new developments.

Neo’s Services

Our experience across New Zealand, providing independent advice on SCADA and control systems, has honed our ability to assist with the three waters SCADA systems effectively. We utilise standard analysis and presentation tools that clarify the upgrade process to bring all stakeholders along on the journey.

For the Matamata-Piako District Council, Neo provided:

  • – Assistance with the development of new dual high-speed communication links to all key water sites.
  • – Development of the overarching new SCADA system architecture.
  • – Creation of procurement plans.
  • – Creation of comprehensive contract documents for the open market tender.

From Tender to Outcome

Neo managed the tender process, project managed the contractors, and provided contract engineering services. We ensured quality and compliance through rigorous testing and maintained control over project costs and scope changes through effective management. This resulted in a modern, reliable enterprise-level SCADA system tailored to meet Matamata-Piako District Council’s needs, ensuring operational efficiency and future readiness.

“The upgrade of our SCADA system has allowed MPDC to move forward with our better operations agenda. Previous to the SCADA upgrade we had frequent data losses, unreliable connectivity and in many cases limited remote control of our treatment plants. With the successful delivery of the SCADA project we are now able to demonstrate compliance with regulatory standards, as well as proactively managing compliance and process risk through clever programming and remove access to operators.”
